The Monrovia City Council has made a strong commitment to housing programs which will benefit all residents, since the heart of any community is stable, well-maintained neighborhoods.

 

The Monrovia Department of Community Development has traditionally offered a wide variety of possibilities for owners who want to rehabilitate their properties or for those who want to buy property.
The Monrovia Area Partnership (MAP) offers services ranging from home improvement grants and public infrastructure upgrades to chain-link-fence replacement, paint and tool  assistance to eligible home owners in MAP area.

ANSWER: Yes, The City has two programs to assist First-Time Homebuyers. Contact the program administrators for additional information and to apply.
  • Scattered Seconds Program: The Program offers mortgage assistance to first-time home buyers. Buyers may qualify with as little as 3% down of their own funds even if they have a limited credit history. The silent second trust deed is an equity share upon resale or transfer of ownership prior to 15 years. ANSWER: Yes, the Section 8 Assisted Housing Program established in 1974 by the Housing and Community Development Act is the principal U.S. Department of Housing and Urban Development (HUD) program for assisting very low income families to secure, decent safe and sanitary housing. The Baldwin Park Housing Authority is responsible for the Section 8 programs in the City of Monrovia, Baldwin Park, Irwindale and Covina. You may qualify if you are a senior, (62 years old or older), disabled or handicapped, and your income is within the guideline limits established by the Federal Government.* Contact: the Baldwin Park Housing Authority directly at (626) 960-4011 Ext. 285.
QUESTION: How Do I get on Section 8 or HUD Housing?
ANSWER: Applications for Section 8 or HUD assisted Housing are accepted by the Baldwin Park Housing Authority. Due to the high demand on this program applications are available from the Housing Authority only during certain periods.
QUESTION: Does the City of Monrovia have rent control?
ANSWER: There is no rent control in the City.
