All electronic bids must identify, by name and position or job title, the person authorizing the bida nd the bid shall state that this person has authority to make contracts on behalf of the business or other entity her or she represents.

Bids that require hard copy forms (proof of insurance, bonds, etc.) may NOT be submitted electronically.
Replies that include both a hard-copy portion and an electronic portion will NOT be accepted electronically.
Bid responses must be submitted in their entirety. Multiple partial responses will not be accepted.
The City's solicitation of bids is an invitation to deal and not an offer of a contract; a legally binding contract will only be made when a purchase order is issued.
